The following charts and explanations are part of the Ministry of Municipal Affairs and Housing’s new initiative designed to provide ratepayers with useful information on municipal service delivery. The program required all municipalities to gather data on which to measure and report nine core service areas.

The main objectives of the MPMP are:

• To provide a tool to assess how well municipal services are delivered;

• To measure efficiency (cost) and effectiveness (quality);

• To promote greater understanding of municipal responsibilities to ratepayers;

• To provide a systematic resource that allows municipalities to share information on performance from each other;

• Improve ratepayer awareness of municipal service delivery; and

• Compare costs and level of performances of municipal services both internally, year to year, and externally among municipalities

The new Municipal Performance Measurement Program was announced by the Minister of Municipal Affairs and Housing at the Joint Association of Counties and Regions Conference on October 31, 2000.
